About Troutman’s Technical College

The Fussell family proudly started the first licensed manicuring school in the state of North Carolina fifteen years ago and continues to carry on the tradition of quality education today. Jill Skinner is their daughter and has extensive knowledge about the nail industry.

Butch is a retired Coast Guard Finance Officer and a graduate of Wesleyan College.

After retiring from the Coast Guard, Butch became associated with the beauty industry as a Financial Aid Consultant. Shortly thereafter he became part owner of Troutmans College of Hairstyling. In March of 1992 he and his wife, Barbara, opened the first manicuring school in North Carolina.

In 1999 when the state began requiring continuing education for instructors, Butch became one of the first CE providers. In 2004 Butch and Jill began offering CE classes for all licenses.

Even though Butch is a graduate of Sherrill’s University of Hairstyling and a Manicuring Instructor, his main job is in the office as an administrator.


Jill Skinner

Jill is a graduate of the University of North Carolina and Troutman’s College of Manicuring. She has been a licensed manicurist teacher for 10 years and has worked for Tammy Taylor, ProFinish and Fini! She has experience in both full service salons and day spa services.

Jill has attended many seminars on nails, management, business, and most recently attended a seminar by NailPro Magazine at the show in Orlando. Jill is one of five Tammy Taylor educators in the nation who are certified to teach 8-hour classes.
